[Chapter-delegates] Google verification - now excluded an, entire country

Hi,

I have verified that there is an isssue with the SMS verification for 
Gmail accounts and written a (pretty easy to guess) contact in Google 
about the impact in places like the South Pacific.

I have also found that there are some workarounds offered on the Web but 
none are without a cheat.

The situation reminds me of the one we've had with other services and 
providers who don't accept credit cards from certain countries because of 
a high level of fraudi in them. Veni and I went through a bunch of issues 
around this a few years ago.

What remedies have our PICISOC and other friends tried, or which can you 
propose, that are realistic for your hard conditions and still offer some 
safeguards for what we can think Google is trying to achieve or prevent 
here?

(Keep in mind stuff like that in one of the websites offering workarounds 
people are talking about creating thousands of Gmail accounts per day. 
Some may be clean and honest but it seems there are great opportunities 
for mischief which hit us all once they are used.)

I hope to see this issue through ISOC staff too.
