[Chapter-delegates] Google verification - now excluded an, entire country

Hi,
I may understand reasons behind Google decisions to ask for sms or voice 
call verification before creating a gmail account. SPAM is may be one of 
them.
But I did not understand and I find really as discriminatory behavior 
from Google to ignore people based outside its coverage area.
If Google is not able to make the deal with local operators ins some 
areas or if those area have no mobile coverage at all, Google should 
permit access to users to use any free service offered to other users 
around the world.
I am still not sure if such problem have been reported correctly to 
Google people.
