[Chapter-delegates] Application to form a Chapter in Bangalore, India

Hello,
I would like on my own behalf to support both Siva and Franck position in
this discussion.
Chapter must be a bottom-up process but the first think that ISOC World must
do if a group from one country is coming to them is ask and help this group
to be in touch with the chapter(s) of the country (even if there are already
more than one).
If together they decide to have more than one chapter it will be coming from
the ground and that OK.
I know that the history of US chaptersss are not the same, but please there
are other way to do for the good of Internet, of ISOC...
Lest try to be inclusive. ISOC is not the place to setup the Chapters on
religion, culture differences.
Our goal must be to have one chapter in each country. If there is more in
some countries welcome but it must not be a goal.
It could be a good topic for one of the next F2F Chapters and members
meeting.
