[Chapter-delegates] Application to form a Chapter in Bangalore, India

The points for us are:
1. Strong ISOC presence means to having national presence and this means to
have members from several regions or provinces in country. In small
countries like Ecuador (270.000 square kilometers in total and 13 millions
people in total) any chapter from any city has to work national. In bigger
countries one chapter will have enough action field in one region for size
and population.
2. ISOC HQ has to incentive the work of national chapters not to discourage
it. A national chapter in USA, or INDIA has a size hundred of times bigger
than a national chapter in countries like Ecuador so there seems better to
organize in regions for more successful action.
3. Cultural aspects must be determinant. In Ecuador we have diversity in
culture and nationality but have no problems with religion or some other
cultural aspects that in some countries can derive in army conflicts. I
mean any Ecuadorian is able to work in any place. This is not always the
situation in another countries where regions are religious and culturally
determinant and this aspect must be carefully analyzed.
Some questions arise then: (Not for INDIA but for any new chapter)
1. Does chapters compete for representing or work with a culture or religion
and not only in a region or territory? I mean if overlap exists what this
mean in practical terms? Does it mean interference with other chapters? Are
there some cultural or religious conflict there?
2. Does chapters compete for economic resources from ISOC HQ? I mean if
creation of some new chapter will cause lack of resources for another?
ISOC HQ has to work in some criteria for defining territory and scope for
chapters actions. In Ecuador for example any initiative must be and is
national but we can develop certain strategic programs for focal groups
(indigenous, afro ecuadorian or so) We have no cultural or religious
conflicts at a level that put in risk thinks or people.
Please when making a decision, consider the cultural aspects of countries.
Most of time this is determinant in certain regions and countries.
