[Chapter-delegates] U.S. FCC Chairman Julius Genachowski Statement on "Preserving a Free and Open Internet: A Platform for Innovation, Opportunity, and Prosperity"

All,

On 21 September, U.S. Federal Communications Commission (FCC) Chairman  
Julius Genachowski made a statement on "Preserving a Free and Open  
Internet: A Platform for Innovation, Opportunity, and  
Prosperity" (see: http://openinternet.gov/read-speech.html). In his  
speech, he strongly affirmed that the principles of openness and  
transparency are critical to ensuring the Internet's continued growth  
around the world, which the Internet Society and its members have long  
worked to promote. We have promoted these principles not for their own  
sake, but because we see them as central to sustaining the Internet as  
a platform for innovation, collaboration, and economic development.

Chairman Genachowski's statement has already generated media interest  
and discussion among various stakeholders in the Internet community.  
We expect it may raise additional interest and are working to use this  
event as an opportunity to further promote these important principles.

The challenge now for the FCC, as is true for policy makers in other  
countries, is translating these principles into effective laws and  
regulations. We believe that the process for doing so ought to employ  
the multistakeholder model, and that Internet Society Members and  
Chapters can be an important part of this.

For these reasons, we will be following up in further detail with our  
Members and Chapters soon. However, since the event might generate  
immediate media interest and Members  around the world may receive  
request for comment, I wanted to immediately share what we believe are  
the key points of this announcement as they relate to the Internet  
Society community:

	+ The principles of openness and transparency ought to drive Internet- 
related policies
	+ Care needs to be taken in translating these principles into  
regulation and law around the world
	+ Open multistakeholder processes are vital to the development of the  
Internet and policies related to it

As I mentioned, we are developing further plans to support our Members  
and Chapters on this issue. ISOC staff look forward to engaging with  
you shortly, and would welcome your views about how we might use this  
event to further advance an open and shared Internet.
