[Chapter-delegates] Application to form a Chapter in Malaysia

Dear Eduardo,
Apologies for the late reply. As part of the application process, the
bylaws are received and reviewed by ISOC. Web presence is not a
mandatory requirement for a Chapter application, however, we do
encourage it.
