[Chapter-delegates] Application to form a Chapter in Malaysia

Dear Sabrina,

thanks for submitting the Malaysia chapter proposal.

I note that the organizations, companies, and government entities in which 
the people listed work are diverse and the list includes some that are in 
close contact with the development of the Internet in Malaysia and its 
problems.

Some of these organizations, though, have been associated recently with 
the problems...

Some due diligence above the usual will be warranted in order to make sure 
that the chapter aligns reasonably well, within our ever-present and 
desirable diversity, with ISOC's goals and with our course of action.

I assume all the people on the list are well-informed and acting in good 
faith, so the extra check to make sure we don't find ourselves with a 
Trojan horse in our midst should turn out to have been unnecessary.

Wish it does develop that way!
