[Chapter-delegates] Communications materials development

Thanks to everyone who has already expressed interest in participating  
in this effort.

I have created an email list (chapter-commdev at elists.isoc.org) to  
facilitate the work, which I hope to begin in the next day or so.

Additional participation is most welcome.
