[Chapter-delegates] ISOC 2008 Chapter Review - Your feedback?

Patrick,
I was speaking on my capacity as chapter delegate and not as board
member. And I join you in the definition of the board member mandate.
I agree with you that the "complain after the fact" mechanism is not
optimal but we need to discuss the issue and give our positive
contribution to help avoid this next time.
