[Chapter-delegates] Application to form a Chapter in Bangalore, India

Well,
We'll have a chapter meeting at the coming in 2 weeks ICANN meeting,
so perhaps we can discuss there.
>From what I read, I'm really worried that, regardless of the time
passed since I was on the ISOC Board, not many things have changed in
some aspects of the attitude towards the chapters.
