[Chapter-delegates] ISOC statement on the end of the JPA - a change in policy?

I was pointed to something interesting here:

“…we salute the efforts of ICANN and its many supporters for their 
dedication to ensuring the transition of the technical coordination and 
management of the Internet’s domain name system to a public sector led 
organization,” said Lynn St. Amour, President and CEO of the Internet 
Society.”

So far I've been reading ISOC's statements as in support of private 
sector led ICANN - see its June letter to the NTIA, "The Internet 
Society believes that the continued success of the Internet depends on 
private leadership, and the bottom-up governance model, which has 
evolved into the multi-stakeholder model we see today."

Is there a change of policy at ISOC?
