Please note that the Madrid declaration on Privacy and Data Protection  
has recently been published.
It comprises 24 substantive pages of text.

I note that Clause 3 provides for a restrictive definition of national  
security related Exceptions to Clauses 7: Loyalty and Legality, 10:  
Transparency, 16: Access, and 18: Appeal.
