[Chapter-delegates] The Future Internet

Hi.

The ITU has never hide its ambitions with regards to the Internet, so
no need to think of this as a new development.

Since the organization is facing less and less work load with the
appearance of private telecoms, VoIP, and the diminishing role of the
telegraph and the fax, it needs new fields to work on. The Internet is
such a field.

We've done a lot of work at the ITU-related conferences - WSIS, IGF,
on cybersecurity, etc.

If ISOC chapters decide to play a more important role re: ITU study,
then we might join.
