[Chapter-delegates] Chapter Handbook - meet Wendy Rickard in Mexico City

Thanks for the info - I would like to meet, but it is difficult to give a time 
now. I will be assigned from time to time to be at the ICANN Nominating 
Committee booth on the second floor.

At present, I am in the plenary.
