This could be very important. 

There are a range of measures being considered in Europe at the Commission to limit the ability of online businesses to compete with bricks and mortar. The Digital Economy Bill in the UK is attempting to place power of developing and inventing copyright into the hands of Government Ministers with no consultation and only minimal intervention in Parliament. It is also placing powers that essentially require the regulator Ofcom to treat access networks as content networks.  

With the ACTA treaty with unknown provisions one has to wonder if the UK DEB is a sort of advance warning of what to expect globally.
