> Summary:
>
> Chapter representatives were asked to indicate the extent to which
> they felt their Chapter’s core values and vision aligned with those
> of ISOC Global. For the most part, all indicated strong alignment at
> the broad, strategic level. Differences begin to emerge at the
> detail level, however, due to the diversity of political, social,
> economic and cultural attributes across Chapters.
>
> There also appeared to be a fair amount of uncertainty regarding the
> extent to which differences of opinion are allowed, and the
> mechanism by which they are managed.
>
> This conversation also begged the question, “to what extent do the
> core values and vision of the chapter leaders reflect those of the
> Chapter membership at the strategic and tactical level?” This
> question, in turn, suggests the need to define the basic Operating
> Principles that should guide chapters’ behavior. Some areas to
> address include:
>
> * Alignment (Chapter to Global; chapter leadership to membership)
> * Representation (Are leaders elected, (s)elected, self-appointed?)
> * Involvement (Are members engaged, apathetic, blocked out?)
> * Responsiveness (To Global; to members)
> * Civility/Openness (Are discussions respectful and open to
> alternate views?)
> * Flexibility (Does the Chapter resist or respond positively to
> change?)
> * Financial Soundness
> * Overall Effectiveness
>
> These will eventually become an integral part of the Affiliation
> agreement which will cover:
>
> * Alignment of Values & Vision
> * Establishment of Meaningful, Measureable Goals
> * Adherence to Fundamental Operating Principles
> * Appropriate Level of Support from ISOC Global
