[Chapter-delegates] Proposed law to ban Skype in Russia?

Russia - or rather the former Soviet Union - is also allegedly the greatest source of spam and cybercrime internationally.

On that basis I would argue that any activities promoting responsible use of the Internet would be an improvement!
