[Chapter-delegates] Proposed law to ban Skype in Russia?

It would be good to know in advance on future events, supported by
ISOC, anywhere - be that if we have a chapter, or if we don't.
Sometimes some of our members have knowledge about potential issues,
and sometimes, we could give bes advise to the ISOC speakers.

Having said that, I knew for some time that ISOC is sponsoring a
conference (www.rans.ru), but I am not aware if they'll be sending
speakers to that conference.

In general, I believe Russia is important for the overall development
of the Internet. Their voice is being heard at international meetings,
and their IT-products are good. Sometimes, even better than all others
(e.g. Yandex vs Google)
