We have been using Paypal for many year with no problems. In fact we have
used their subscription facility to bill our members automatically every
year. So based in our experience it has been the best solution. It also
accepts credit cards. More than that is that it does not cost anything to
have it. They charge a % of the transaction but only when the transaction
occurs.
I am going to post your request for other information to our associates in
Latinoamerica to see if anybody can provide answers to any of the other
questions. I know that Argentina has a very good initiative with IPV6.
