[Chapter-delegates] Conferencing support

Hello Frank,
Without going into the technical details or logistics, I would suggest that
ISOC Global should embrace at least some major chapter events as its own. An
initiative such as PaciNet ( and there are a few other events and programs
by chapters around the world ) could be entirely a Chapter Initiative, but
ISOC Global should throw all its weight behind such events and programs.
With such a policy if ISOC establishes conventions to get other chapters to
pay attention to, share their opinions and expertise and participate in the
organization of an event such as PaciNet, which in essence would remain a
Picisoc event, it would immense benefit ISOC in general and the event in
particular.
A certain task related to an ISOC Chennai event could be a complex,
difficult task for ISOC Chennai's team. The same task, for ISOC AU or
England could be easy as pressing a few keys and sending a mail. And vice
versa.
