[Chapter-delegates] Conferencing support

Following the discussion re PacINET video broadcasting and also the experience for local committees of setting up a performing wireless network, it occurred to me that could be an activity of ISOC in support to the chapters.
For instance, ISOC contracts a company to do the network at the IETF and ICANN does the same. They tend now to not rely on local providers to do the conference connectivity but only to supply the fat pipes. Indeed it is a special set of skills and tools to do this work correctly and it is only gained by experience in managing conferences.
At the moment Chapters are doing the following conferences: Afica INET, EGENI, PacINET,... (who did I miss?) There are also some day events run by chapters.
There are a few members and delegates that particpate remotely to this conference despite the technology issues. Personnaly, I thank all that did for PacINET (It gave quite an impression when Cook Islanders heard that there was a question from Ecuador).
It could be useful, to have a network in a box kind of tool, where you plug the Internet in one end, and place pre-configured Wireless acess points that would provide IPv4 AND IPv6 connectivity to a large set of laptops. It would have a conferencing system, to pick up sound and image and broadcast it via an ISOC relay server like marratech.
In some cases a technician could come with the box and set it all up before the meeting as well as manage it during meetings.
This would allow the whole of ISOC to be able to participate in other chapters needs, and ISOC could run like this a kind of virtual "TV" show for all its members and more. There are other things that could be broadcasted, like AC meetings, Chapters meeting, Board meetings,....
It is a rough idea, that needs to be made more real, but I sense that several needs could be fulfilled here.
