[Chapter-delegates] Feedback Requested: ISOC Project Funding turn out

Hello Louis,

Thanks for your comments. I hope the practices of APQC are comparatively
examined in this evaluation process.

It is not only that situations differ, but there other reasons why I feel
that the "two rounds a year, $10,000 per chapter" process is sub-optimal.
The size and scale of the projects differ from Chapter to Chapter. A certain
chapter might be interested in taking up a micro-project that can't be taken
up for want of $500 while a large and evolved chapter might wish to
undertake some thing ambitious but limited by the $10,000 limit. If such a
chapter comes up with a project that would significantly contribute to the
ISOC mission and requires $100,000 or even more, why not? Here the rationale
is that it is easier for ISOC HQ to reach possible sponsors on a large
scale, than for a Chapter to do it on its own.

Also, a certain project may come up in a chapter for implementation during
January, so to speak, and if the Chapter funding cycle timings do not
coincide, the project would not fit in.

The assumption that in an ongoing process all funds available would get
exhausted within months is wrong in a setting with a conservative
administration.
