[Chapter-delegates] Feedback Requested: ISOC Project Funding turn out

Salut Patrick,

Of course, I understand the rationale behind the fact that there should 
be two rounds of applications. And it's fine with me. Nonetheless, I 
suggest that we take a look at APQC's practices (American Productivity 
and Quality Center). The rationale would then be to analyse a project 
with a given situation in a country or region and to decide if the 
project is good for this Chapter (or region). The purpose is to help 
improving a given situation and not to compare it with an other region, 
an other project. I'm not sure that Québec could be compared to 
Sivasubramanian's situation in India nore should it be compared to a new 
Chapter with little membership, and so forth.

Just trying to help improving the process...
