[Chapter-delegates] Update on preparations for IGF 2008

Hello Bill Graham,
This IGF happens well within the geographic region of ISOC India Chennai.
What is the traditional role of the chapter in the region in IGF? The
chapter has not been receiving communication from the organizers on this
event and preparatory meetings.
