[Chapter-delegates] ISOC Elections result

Hello Chris,

A Working Committe or a Project Team is a good idea, even at this exloratory
stage. May be we can ask chapters at isoc.org to consittue one, which would
give a formal shape to all these discussions.

The committe can formally consider the proposals, even at this exploratory
stage, when INET has still not been taken up by ISOC as a program for
revival.
