If you want to consider that, may I suggest you review http:// 
icann.org/general/calendar/ and http://www.ietf.org/meetings/0mtg- 
sites.txt. 2008 ISOC Board Meetings are on the weekends following the  
March and November IETF meetings and the June ICANN meeting; the  
ideal thing for those in the other meeting you tag onto would be to  
have it during the week immediately following the board meeting in  
the place that the board meeting happens. That would allow the other  
meeting to run (which is generally a very busy meeting), the board  
meeting, and then INET.

The 8 points you made are good ones. The key point, a ninth one, is  
that the content must be such that ISOC folks will in fact attend. I  
would suggest that each chapter ask and answer two questions:
(1) what content will it supply that will be of value to other chapters?
(2) what content would it like to see provided from other sources?

"other sources" can be whoever you like - IETF, ICANN, ISOC  
Organizational members, other chapters, etc. Someone has to convince  
them to agree, of course, but you can provide a wish list.

An organizing theme would be a good thing, so idnetifying interesting  
themes would also be of value.

If you want, you could open an "INET" wiki page on the chapter wiki  
and start putting thoughts together.
