[Chapter-delegates] ISOC Elections result

I concluded from some discussion I get with some chapters rep during the 
last year is that most of them consider themselves as local organization 
more than an ISOC chapter. An this is for a very dangerous indications 
that chapters are loosing inclusiveness and identity. One of the others 
indicators is the very small percentage of voting.
I would like to take this opportunity of all of you discussing about 
chapters to inform you about a proposition that came from the Emirates 
Chapter to organize an ISOC Chapters Summit in Dubai that will bring all 
chapters from around the world to a 3 days working summit. Actually I am 
working on a proposal for that ( program, budget, ... ).
I believe this is very important in this phase of development and this 
will revive a lot of chapters and give opportunity to active ones to be 
more active.
