The board allocated funding to the chapter projects. It wasn't just  
the chapter trustees that wanted this, it was the whole board, but  
the chapter trustees were part of it. Does that funding not help the  
chapters?

Also, ISOC has been trying pretty hard to build up better dialog with  
the chapters. Do the chapters not want better dialog?
