[Chapter-delegates] ISOC region discussion

Dear Colleagues

Following a discussion that started in November 2007 about the regions
used on ISOC's web page for Chapters we have been in consultation with
those who earlier raised comments on the list to find a better region
definition. Thanks to everyone who gave input to this.

What emerged from those consultations was a wide variety of answers and
opinions and not one consolidated view. It seems extremely difficult to
find a mutually agreeable breakdown, so we propose to have an
alphabetical listing of Chapters on the web site.

We hope that this will also encourage and promote a free-er choice of
ISOC Chapters' coordination at regional level and participation in other
structures, rather than thinking only along geographic boundaries.

If there is still interest amongst the Chapters in having a breakdown -
then I would kindly ask for assistance from those interested to work
together to come up with a suitable breakdown to share with the Chapter
Delegates list.

One thing to mention is that in the ISOC 2007 Annual Report the UN
breakdown will be used
