[Chapter-delegates] Collaborative 'Chapter Handbook' Project - Step 1 - Draft outline

Dear Anne,

Glad to receive the email. I have visited the URL and found that your 
team has worked a lot. It is a complete framework. However, one thing 
came in my mind. In terms of uploading local contents in chapter's 
web site or folder, can we think of something. They may contain 
related contents, as such local events, partners, meetings, or 
announcements in addition to the mandated information about the 
chapter itself. Thanking you.
