[Chapter-delegates] Collaborative 'Chapter Handbook' Project - Step 1 - Draft outline

Hi Anne

Many thanks for the work that ISOC and you are puting into this project.

What a LONG list of contents!  But when I read them, I find relevance in 
all the topics and I am sure there will be useful advice for chapter 
people in all parts.

Here are some suggestions:

#  1.3 Forming strategic partnerships in your local community

     * 1.3.1 Examples....
Examples:
-  links to industry organisations, consumer groups, other ICT interest 
groups, governments, companies

1.5.1.2 How to use - ettiquette
comment: should that be 'nettiquette' or 'Netiquette' (from Wikipedia)

1.5.3.3 Planning meetings with members
comment: seems to duplicate 1.2.4 Regular membership meetings.  Maybe 
1.5.3.3 should be retitled Membership benefit from meetings

6.3 ISOC Sphere project
comment: I wonder if sphere could be lifted up the order of contents a 
little and given its own status, as part of the underlying principles of 
the ISOC shared community.  Also, I wonder if its title as the ISOC 
Sphere project gives insufficient implication of joint ownership.  This 
may be a point that could be reviewed throughout the contents, because 
sometimes ISOC is used to mean shared (as in this instance), and 
sometimes it is used to represent ISOC central.
