[Chapter-delegates] Collaborative 'Chapter Handbook' Project - Step 1 - Draft outline

Dear Colleagues,

'Tools, Communications and Support' is one of the key work areas within
the Chapter Development Plan.  In support of this, a collaborative 
project to write a "Chapter Handbook" is being launched.

As a first step an outline for the "Chapter Handbook" has been drafted 
and is available at the URL below:

I would like to ask for your help as follows:

1) reviewing the outline for missing content
2) make comments or changes to improve the outline

If you feel something is missing or have suggestions for improvements,
please edit the wiki directly (Using the 'history' function, all changes
can be tracked.) or send email to <chapters at isoc.org>. The deadline for 
input to the outline is 1st August.

This is "work in progress", so an incremental approach will be taken.

The next step will be to establish a volunteer editorial committee and 
thereafter seek volunteers to assist with writing the 'Handbook'. We 
will also be using other resources to contribute to the work.

It will be a living document updated frequently by Chapter Delegates and 
ISOC Staff.  The "Chapter Handbook" is also intended to be translated 
into other languages like French and Spanish.
