[Chapter-delegates] press release to be sent shortly

Dear All,

I agree with the reasoning of Sebastian. So far 
Policy concern, those are issues of national or 
international interests and mostly done through 
governmental processes or UN bodies (at least UN 
approved bodies). Local ISOC chapters may have 
input in those policy formulation, however, I 
presume and also belive that majority of ISOC 
members belongs to Internet technical community 
and it is better to be represented as such. Thanking you.
