You reflect what I am saying in my previous email. Just with much less text

But yes, with the disability nexus, that is what I want to develop.
I am aware it is not ready today. We need to work out how we can create the
disability nexus. ISOC and her Chapters together with the disability
organizations for direct access to the users with a disability. Because we
do this for the users.

Mike, all,

it seems to me that we could develop an architecture to work on this kind 
of problem.

In that architecture, chapters would provide local solutions, contact 
local organizations which care for the affected community (government, 
non-government, private, academic), etc., and ISOC global would 
correspondingly touch some of the international or large-corporate ones.

Arnoud would be an axis for this hourglass-shaped collaboration and help 
farm out work to and from the chapters.

The project-financing of ISOC would be a source of support funds for some 
of the chapter activities. The projects will still have to be submitted 
and judged on their merits but we all know that a solid 
accessibility-oriented project is always a good sell.

Arnoud is underlining a significant problem that the deaf and 
hearing-impaired community is suffering with the explosion of video on the 
Web and we should be able to exert a mitigating influence.
