[Chapter-delegates] Application to form a Chapter in the Philippines

Dear Colleagues,

The following application for a Chapter in the Philippines has been 
received. It is being sent to this list for peer comment and review.

Please note that this is a rejuvenation effort, the new Chapter is not 
yet formed and has not officially been recognised by ISOC.

If there are people on this list that know the individuals proposing to
establish the Chapter, feedback is especially welcome.

The period allowed for comments is two weeks and the deadline is June 
18th, 2008.

INTERNET SOCIETY PHILIPPINES CHAPTER APPLICATION


A. Proposed name of the Chapter

Internet Society Philippines Chapter (ISOC.PH or ISOC Philippines)


B. Community of Interest the Chapter will to serve

ISOC.PH will serve all persons and entities that live and work in the
Philippines, in particular those who are involved or interested in the
Philippine Internet community. ISOC.PH seeks to be broadly inclusive on
a regional and linguistic basis by encouraging and recognizing the
self-determined organization and participation of regional communities
within the country. ISOC.PH also seeks to be of service beyond national
boundaries, in particular to the growing global community of Filipino
migrants which likewise comprises a growing sector in the Internet
community.


C. Purpose and Scope of Chapter

Because of ISOC's dedication to the *open* development, evolution and 
use of the Internet for the *benefit of people* throughout the world, we 
envision that a Philippine chapter of ISOC will gather the leverage of 
this openness and focus on beneficial populist use in furtherance of our 
purpose and scope: As a representative of the Philippine Internet 
community, ISOC.PH seeks:

- To enable and promote debate and genuine dialogue among government, 
industry, academe and individuals concerned with the integration of 
Internet technologies within the country's technological, research, 
educational, social and business infrastructure; (networking, resources, 
collaboration)

- To promote intelligent and responsible use of the Internet by 
broadening critical awareness of Internet infrastructure, technologies 
and regulations, with emphasis on the creative and innovative use of the 
Internet towards academic, educational, charitable and scientific 
purposes, and how these might impact on the individual and society as a 
whole; (use, awareness and education)

- To represent the Philippine Internet community in government 
committees and in international forums that deal with the various 
technical, legal and social aspects of the Internet, especially to 
ensure representation of developing world concerns in determining the 
shape and future of the Internet; (representation, participation and 
raising of concerns in government and the international community)

- To encourage and support the advancement of innovations in Internet 
technologies as well as the conduct of Internet-related research 
especially recognizing its originality, and scientific and practical 
value (advancement of local research, innovation)

F. List of Requirements

After the approval of our chapter application, we need to undergo the 
following procedure, with their respective fees and documentary 
requirements:

1. Registration as a non-profit organization at Securities and Exchange
Commission, Philippines;

2. Business/Mayors Permit;

3. Bureau of Internal Revenue registration


G. Additional Information

Facilitate and host ISOC and related organizations activities that will 
be held in the country. If possible and through grants, create projects 
that will be beneficial to people including educational institution 
especially in remote areas by setting up Internet connection.
