Hello Bill Graham,

Some quick suggestions:

Whether or not conveyed in previous submissions, this document could
prominently and unequivocally state / emphasise that "ICANN ...
derives from its agreement with the United States Department of
Commerce (USDoC). While the US government has maintained a "light
hand" approach, the potential for the DoC to play a role in decisions
about the root remains a concern for many stakeholders."

This document could also repeat / emphasize "ISOC encourages the US
Government to take a [ delete 'more' ] hands off approach in its
relationship with ICANN [ and other Internet orgnaizations ? ] .

It can also be stated that [ A hands off approach as opposed to a
"light hand" approach byt the US government would build Trust on the
part of the Governments of the world in the concept of a united
InterNetWorks and help the Internet Community in its efforts to avoid
the dangers of isolated national networks and ensure that the Internet
remains as Internet in spirit, design and access ]

Under 3. ICANN will be internationalized....

ISOC strongly agrees that ICANN should proceed with its proposal to
continue its internationalization, under private sector leadership -
"private sector leadership" could be replaced by "community
leadership" or "Internet Community leadership" or at least by
"Stakeholders' participative leadership"

Under 5, ICANN will maintain its focus.... , in the call to rephrase
"the IANA functions" , the document, the two 'parts' or the technical
mission could be more lucidly explained considering the fact that part
of the audience for this document may not have detailed knowledge of
the missions of ICANN, IETF and IANA

Thank you
