[Chapter-delegates] Proposal correct

Sounds good to me Sivasubramanian

In other words, there could be «isoc.nameofthechapter.org» and the 
existing name (ex.: «isoc.qc.ca» for us in Québec). An alias (or many) 
and an official name! Is this what you have in mind ?
