[Chapter-delegates] Help urgent

We at ISOC-Chicago support you and welcome you into the great organization
called ISOC.

When you have a group of people that want to form a chapter, however, that
chapter is considered as a "chapter-in-formation" until it has satisfied
all of ISOC's requirements to be recognized as a full-fledged ISOC
Chapter.  That means having at least 25 ISOC members.

meantime, someday, I hope to ride a llama to Lima!
