In other words PICISOC, like ISOC-Finland, opposes ICANN's request for an immediate conclusion of the JPA.
We are between meetings and so haven't discussed this at ISOC-NY. Veni is our only current active member with extensive
ICANN experience and we know where he stands. I did read his recent paper on the IGF (noted on http://www.isoc-ny.org/?p=101 )
where he points out that the more developed the country the less concerned they are with the politics of
dns control and the more with the vital task of upgrading infrastructure and access. With this in mind I'm surprised to see
him making such a fuss :)
In the early days of ICANN they were legitimate concerns that organized mass subscriptions from certain
countries would unbalance the bottom-up process. As I understand it the ALAC was dveloped to counter that possibility,
but the ALAC itself is still young. Meanwhile the GAC is well organized and influential, and the GNSO is deeply
entrenched. That the USG stand as guarantor of fair practice via the JPA doesn't seem that outrageous.
In terms of the overall history/future of the internet 18 months is not a long time.
It's evident from Bill Graham's resume http://www.isoc.org/isoc/media/releases/080213pr.shtml
that he has plenty of experience in the field. I welcome his addition to ISOC and am encouraged by
his willingness to take a possibly politically awkward position that has the best interests of the Internet
itself at heart.
