Unfortunately, this is not so easy. The number of 
Board members is restricted. In Slovenia it is 15!
The last three members signed a month before the
voting. Changing of the board members number requires
changing of some statute related documents ......

I would rather focus on the term PAS that in this
case was used  or misused by ECMA and the document
was on voting on the highest possible state (DIS
international standard).  If the document was
submitted regularly to the TC then all deficiencies
and mistakes  could be worked out by real experts.
