Just a procedural comment:

You do not explain how a global member can join a chapter. I think it
needs to be spell out.

Proposed text:

If you are currently not a chapter member, we encourage you to join an 
ISOC chapter today! For a complete list of chapters, click here:
http://www.isoc.org/isoc/chapters/list.php?region=worldwide&status=A

You will find on this list the chapters web site and contact details of
the chapter's officers, drop them an e-mail, they will take it from there.
