[Chapter-delegates] Add Value to your ISOC Membership - Join an ISOC Chapter!

Dear Colleagues,

Several of you have requested that we encourage ISOC Global members to 
join ISOC chapters. In response to that request, the email below is a 
draft which we would like to send out to ISOC Global members who at 
present are not listed in the ISOC database as being affiliated with an 
ISOC chapter.

We would be happy to hear any suggestions or comments prior to sending 
out this message (Oct 24).
