[Chapter-delegates] ISOC Business Rules

I'm thinking in MUST as a double process and double affiliation.. if is 
there some way to put the same thing using MUST then it can work better...I 
mean when afiliated to a chapter then you automatically are afiliated to 
global..using MUST in the way is now means (for me) that you have to do the 
afiliation process to global TOO... as chapters are responsible to have 
updated and in the right format the members database, then the afiliation to 
chapters means automatically the afiliation to Global.

Are you thinking in a double afiliation process, double payment or double 
registration from members?
