[Chapter-delegates] Application to form a Mauritanian Chapter

Hello Sabrina,
I didn't have the opportunity to meet any of the forming members of ISOC
Mauritanie but I want to wish them good luck in their project of forming
a chapter and a warm welcome to the Internet Society.
