[Chapter-delegates] Final - Business Rules

Dear Colleagues-

Attached is the final version of the ISOC business rules, reflecting the
comments and recommendations received from the chapters.  Thanks to the many
chapters which participated in this process.  Your input was very beneficial
to improving the final work product.

There are still some issues that require further discussion as we move
forward to the next phase of addressing the membership system (for example,
protecting personal data).  Language also has been addeed to the rules to
recognize that some chapters will need time to update their own bylaws to be
consistent with these business rules.

These rules will be presented to the ISOC Board for approval at their
meeting next month (that was our deadline to the Board).  We hope you feel
we have 'rough consensus' at this point and we look forward to your support
of these rules.
