[Chapter-delegates] Add Value to your ISOC Membership - Join an ISOC Chapter!

Sabrina,

not to be unpleasant, but wouldn't this be better organized if we first 
asked the regional officers of ISOC staff to do these translations, and 
then use the chapters to fill the gaps?

This notwithstanding, I will find a volunteer in ISOC Mexico for Spanish. 
Please send the present version of the text.
