As Patrick suggest, we need simplicity.
 
Instead of adding a level to the names, maybe that the answer would be to keep «isoc.org» for «any naming that does not define a chapter».
 
In other words, let the technology solve the problem, not the names (-;)]~

Dear Anne,

The main issue I see with the "chapters" string is that it is only
meaningful in English. This is in itself a show stopper. If ISOC started
defining "chapitre", "capítulo", "sezione", etc as DNS aliases, it would
make the whole thing even more complicated and less attractive.

We need simplicity. A 3rd level domain seems to be what most people
want. The special case of Geneva needs attention, of course, but this
does not look like a impossible or even difficult task, especially since
it is mostly used internally. If we can provide advice and help, please
let us know.

As the original proponent of the initiative, I of course volunteer  to
help in a WG.
