Luc,

thanks for forwarding this to the Chapter delegates. May I add a word:

I've supported this ICANN program in its conception and, from the ICANN 
Board, in focusing on its benefits and avoiding negative side effects. The 
largest effort is made, in order to make the program benefit people from 
communities in which resources are scarce by making it possible for them 
to attend ICANN meetings.

Some programs of this kind were available many years ago through 
third-party funding (InfoDev and the Markle Foundation made them 
possible); that experience and, more recently, on the ISOC side, the ISOC 
Ambassadors program that was very valuable during WSIS, and the ISOC 
fellowships to attend the IETF meetings, all are in the same, positive 
spirit.

I hope we as chapter delegates are able to pass the word to many people in 
our communities who would be interested and would bring back information 
and value to the communities themselves.
