[Chapter-delegates] Welcome procedure

hi Michiel, Mike and all,

Thank you for your suggestions. When I send the announcements the new  
chapter delegates are on the mailing list so they see the initial  
announcement and can receive all the replies.

However, from now on, how about I email the new chapter delegate  
directly on behalf of the chapter delegates with a welcome note and  
cc the chapter delegates. I will amend the text of the email to  
suggest that individual welcomes are sent directly to the new chapter  
delegate and not to the entire list.

I hope this is acceptable to everyone?
