[Chapter-delegates] Membership Survey Internet Governance

Thanks Constance,

For the sake of clarity, it might be interesting for us to know what
"weight" the recommendations of the membership will have on the drafting
of the overall position of ISOC and who else, outside the membership and
ISOC will contribute.

It may also be good to send draft documents to the chapter-delegates
list before the final version so we can suggest modifications and allow
the chapters to prepare answers to the questions of local policy makers
before they get the final documents.

Finally, it will be useful to have translated versions (French and
Spanish to start with) at the same time as the original English one.
Local policy makers do not read papers they do not understand.
